“JBA’s Opinion on the Postal Reform” Released

JBA released “JBA’s Opinion on the Postal Reform” on February 23.

In the “Postal Reform Preliminary Draft” that was released by the government on February 8, a new framework for the postal service was laid out. In view of this, JBA organized the opinions of the banking industry concerning postal reform, particularly regarding the future role of the postal savings business.

In the opinion, we have organized the banking industry’s perspective of the current situation as well as issues in the following six areas. It also presents our requests for the realization of specific measures, etc. necessary for solving each issue.

  1. Limits/restrictions on the scope of businesses and cooperation/co-existence with local economy and society
  2. Ensuring conditions for fair competition
  3. Dividing Japan Post’s three businesses and ensuring their independence from one another (as a measure to eliminate risk)
  4. Establishment of a governance structure
  5. Matters to be considered concerning universal services
  6. Clarification of the goals and positioning of the postal savings business
