Opinion on Independent Administrative Organization Reforms

On December 17, 2007, JBA submitted its view on the independent administrative organization reforms to the secretariat of the Headquarters for the Promotion of Administrative Reform. Its outline is as follows.

  1. As for organizations that are engaged in financial businesses of a certain scale, the principle of “Let the private sector do what the private sector can do” must be applied as in the case of policy finance reform. The business scope of each organization should also be limited to that which is essential to each organization from a policy point of view. The forms of organizations need to be reviewed accordingly.
  2. Specifically, these organizations should refrain from engaging in the business of providing direct loans and develop methods to support loans made by the private sector.
  3. The extent of the need for governmental organizations to play the aforementioned supportive role should be checked occasionally. It must be clear that once private financial institutions are able to provide services without the support, public entities should retreat from the supportive business quickly.
